I understand and share your concerns about this situation. The Climate Research Unit (CRU) in England is one of the United Nations' foremost institutes for climate change research. In mid-November, an anonymous source published over a thousand e-mails from CRU personnel on the internet. The content of the emails suggest that many CRU personnel were acting in a very unscientific fashion to manipulate data, marginalize dissenting scientists, and avoid British Freedom of Information Act requests.
In December 2009, countries participated in a climate change conference in Copenhagen with the goal of developing a new international climate agreement. The agreement would follow the Kyoto Protocol, which was negotiated in 1997 and is set to expire in 2012. While the Clinton Administration signed the Kyoto Protocol, the U.S. Senate declined to ratify it.
The Copenhagen conference ended without an agreement and requirements to continue negotiating in advance of the next conference in Mexico City in December 2010. The "Copenhagen Accord" was not adopted, but countries "took note of" the accord, reflecting compromises on some key actions. These conversations will continue throughout the year. Article II of the Constitution requires that the U.S. Senate ratify any treaty the President signs with a two-thirds vote. As a U.S. Senator and as a member of the Foreign Relations Committee, I have a responsibility to review proposed treaties to ensure that they preserve and advance our national interest.
Currently, Congress is considering two bills designed to reduce carbon emissions. The House of Representatives narrowly passed the America Clean Energy and Security Act (H.R. 2454) on June 26, 2009, by a vote of 219 to 212. The Senate has yet to consider this legislation. However, Senators Barbara Boxer (D-CA) and John Kerry (D-MA) introduced the Clean Energy Jobs and American Power Act (S. 1733) in the Senate on September 30, 2009. Both of these bills require substantial reductions on carbon emissions, with the American consumer ultimately bearing the costs. I am opposed to any sort of legislation to enact cap and trade because it would have no effect on climate change and is an unwarranted tax increase on the American people.
